Ground beef averaged $6.86 per pound nationally in March — down just 3 cents from the all-time record set in February — and up nearly 48 percent from March 2021, according to federal data. The U.S. cattle herd stands at 86 million head in 2026, down from a high of 132 million in 1975 and the smallest in more than 75 years. Rebuilding that herd is the only long-term path to lower prices. But the ranchers who would need to make that happen say it is not nearly as simple as it sounds.

Stephanie Hatzenbuhler raises Angus cattle on more than 2,000 acres near Mandan, in southwestern North Dakota. This spring, her cows will give birth to about 700 calves. The question every rancher faces right now is whether to keep those heifers for breeding — adding to the herd — or sell them for slaughter at today’s record prices. Hatzenbuhler describes the moment plainly: “They’re good times, and they’re bad times. It’s a combination of both.” Adding cattle makes sense for some operations. For others struggling to stay afloat, it is not a realistic option.

Beef herd rebuild prices 2026 blocked by drought affecting 63 percent of cattle country

The single biggest obstacle to herd rebuilding is water. About 63 percent of the U.S. cattle herd is currently located in drought-affected areas, according to USDA. Tim Petry, a livestock marketing specialist at North Dakota State University, put the problem directly: ranchers have to have rain and grass to keep cows on pasture for more than half the year. Drought forced widespread liquidation of cows across Texas and Oklahoma in recent years — producers sold animals they could not afford to feed rather than watch them die. That liquidation is a key reason the herd is where it is today.

Feed is the highest cost for cattle operations, and in drought areas, producers have had to truck in hay and even haul water from other regions. Bernt Nelson, an economist at the American Farm Bureau Federation, said those logistics add significant costs to operations. At the same time, even if every rancher decided today to retain heifers and build their herds, it would take 15 to 24 months for a calf to mature before it can be slaughtered — meaning any herd-building decision made this spring would not reach store shelves until 2027 or 2028 at the earliest. For more on the supply timeline, Agroinformacion covered why analysts say normal ground beef prices will not return before 2028.

The Mexican border closure removed 1 million cattle — and Argentina cannot fill the gap

A second structural supply constraint is the closure of the U.S.-Mexico border to live cattle imports, which began in late 2024 to prevent the spread of New World Screwworm. Warren Rusche, an extension feedlot specialist at South Dakota State University, said the closure has stopped approximately 1 million head of cattle from entering the United States. That loss has hit feedlots and southern plains ranchers particularly hard. President Trump has called for expanded beef imports from Argentina to compensate, but Rusche was direct: the expanded quota would represent only a tiny percentage of total U.S. beef production and cannot meaningfully replace the Mexican supply pipeline.

Meat processors have pushed back on the narrative that concentration is driving prices. The Meat Institute noted that retailers and food service companies, not packers, set the final prices consumers see, and argued that packer concentration ratios have not changed significantly in 30 years. California rancher Mike Williams offered a different perspective. He said ranchers are “finally maybe getting a fair price” and that consumers are beginning to recognize the value of beef and are willing to pay more for quality. For young people looking to break into ranching, though, Hatzenbuhler said the timing is difficult: high equipment costs, fertilizer prices, and the challenge of finding workers make it hard to start. “If you’re kind of established and been doing this for a while, you’re doing good,” she said.
