The USDA disaster relief deadline of April 30, 2026 is approaching fast, and agricultural producers who have not yet applied for the Supplemental Disaster Relief Program (SDRP) have only days remaining to do so. The program covers eligible losses of crops, trees, bushes, and vines caused by qualifying natural disasters that occurred during the 2023 and 2024 calendar years, and applications for both Stage 1 and Stage 2 must be submitted to a local Farm Service Agency<\/a> county office by the close of business on April 30.<\/p>\n

The SDRP is funded with $16.09 billion drawn from the $21 billion in disaster assistance Congress authorized through the American Relief Act in December 2024. As of late 2025, more than $5.75 billion had already been paid out under Stage 1. Farm CPA Paul Neiffer, speaking on RFD-TV’s Market Day Report, said producers can expect additional payments beginning in May once the April 30 deadline closes. He also noted that a possible extension of the deadline remains at USDA’s discretion, with any extension to be announced at fsa.usda.gov.<\/p>\n

The USDA disaster relief deadline covers two different stages for different types of losses<\/h2>\n

Stage 1 and Stage 2 of the SDRP address different types of losses with different application processes. Stage 1 is designed for producers who received a formal indemnity under federal crop insurance or the Noninsured Crop Disaster Assistance Program (NAP) for qualifying 2023 or 2024 disaster losses. The application process for Stage 1 is largely pre-filled using existing FSA and Risk Management Agency data, making it relatively straightforward for those who have already been through the crop insurance claim process. Payments are calculated at 35% of the qualifying loss value.<\/p>\n

Stage 2 is broader and covers losses that Stage 1 does not. This includes shallow losses, meaning yield losses where production fell below the producer’s Actual Production History (APH) average but not far enough to trigger a formal crop insurance indemnity. For example, a producer with an 80% coverage policy whose final yield fell between 80% and 95% of their APH average could be eligible for Stage 2 assistance. Stage 2 also covers uninsured producers, quality losses not addressed by crop insurance, and tree, bush, and vine losses beyond what Stage 1 paid. What types of disasters qualify and what the linkage requirement means?<\/h2>\n

The USDA disaster relief deadline applies to losses from a broad list of qualifying events in 2023 and 2024. These include wildfires, hurricanes, floods, derechos, excessive heat, tornadoes, winter storms, freeze events including polar vortex conditions, smoke exposure, excessive moisture, and qualifying drought. For drought to qualify, the affected county must have been rated at D2 (severe drought) intensity for at least eight consecutive weeks during the applicable year, or at D3 (extreme drought) or higher for any period of time.<\/p>\n

Producers who receive SDRP payments \u2014 under either Stage 1 or Stage 2 \u2014 must agree to a linkage requirement: purchasing federal crop insurance or NAP coverage at a minimum of 60% of crop value for each of the next two available crop years. This requirement ensures that producers who receive disaster relief continue to participate in risk management programs going forward. Producers who have already received a Stage 1 payment can also apply for Stage 2 for crops, units, or loss types not covered by the first stage, though payment limits apply jointly across both stages.<\/p>\n

How to apply before the USDA disaster relief deadline and what to expect next?<\/h2>\n

Applications must be submitted to any FSA county office<\/a> by April 30, 2026. Producers can submit in person, by fax, by email, or electronically. Separate applications are required for each crop year, so a producer with qualifying losses in both 2023 and 2024 must file two applications. Farmers with operations spanning multiple counties can apply at any FSA office, which will then coordinate the county-specific calculations for each area.<\/p>\n

After the April 30 deadline, analysts expect a possible additional “top-up” payment round if total Stage 1 and Stage 2 payouts come in below the $16 billion allocated. Any top-up would be at a lower percentage than the initial 35% payment rate. Note that Connecticut, Hawaii, Maine, and Massachusetts are not eligible for SDRP as those states have separate block grant arrangements.
